At College Futures Foundation, we believe postsecondary education should be a powerful vehicle for economic mobility for all Californians. But too many learners—especially those from underserved communities—face systemic barriers that keep that promise out of reach.
Our North Star goal:
By 2035, at least 70% of California learners who are underserved will attain a postsecondary degree or credential that increases opportunity for economic mobility.
Failing to meet this goal has profound consequences—not only for individuals and their families, but for our state’s economy, workforce, and shared future. Without greater attainment, we risk deepening inequality and limiting California’s potential to thrive.
That’s why our approach is intentional, equity-driven, and grounded in urgency. We center first-generation college students, learners of color, adults pursuing upskilling opportunities, and learners from low-income communities—because when postsecondary education works for them, it strengthens outcomes for everyone.
Our efforts are guided by the following three interconnected focus areas that are essential to advancing equitable attainment for economic mobility:
Redefining Postsecondary Value
We seek to redefine the value of postsecondary education as a driver of economic mobility, particularly for learners who are underserved. Through data and research partnerships and field convenings, we will elevate where and how institutions are delivering value through more inclusive access and meaningful opportunities for mobility. By deepening research on economic mobility disparities and amplifying a nuanced narrative through strategic networks, we aim to influence policy alignment, institutional change, and learner-centered solutions that ensure all Californians are on a path to prosperity.
Championing Learner-Centered Solutions
We will support and elevate innovative and equity-informed policies, practices, and postsecondary educational experiences that empower learners and dismantle barriers to access, completion, and upward mobility. We invest in leaders, solutions, and cross-sector collaborations that enable greater affordability, flexible learning environments, and stronger learner agency and belonging—with a near-term focus on working learners and those with some college but no credential.
Transforming Education for a Changing Economy
California’s economy is constantly evolving, demanding resilience from learners and adaptability from institutions. This requires a rethinking of how we deliver postsecondary experiences. We’re advancing equitable upskilling and reskilling by forging strategic partnerships that reimagine policy, reshape financing for postsecondary systems, and launch new educational models built for a rapidly changing world.
